Outcomes of President Ghani’s visit to Australia

It has been an honour to welcome President Ashraf Ghani to Australia this week, the first sitting President of Afghanistan to visit our nation.
President Ghani’s visit has highlighted the strong and enduring links between the Afghan and Australian people, including through the service in Afghanistan of the men and women of the Australian Defence Force, diplomats and civilians.
This historic visit has also underscored the growing partnership between our nations and has been a valuable opportunity to discuss our ongoing security and development cooperation.
Since 2001 we have supported Afghanistan in its efforts to tackle terrorism and build a stronger, more stable and resilient nation.
Afghanistan has made real progress during this period, particularly in education, healthcare, women’s empowerment and human rights – improving the everyday lives of Afghans.
As part of the international coalition, we are continuing our commitment to Afghanistan with ADF personnel currently deployed to support the NATO-led Train, Advise and Assist Resolute Support mission. This includes annual support for Afghanistan’s National Security and Defence Forces (ANSDF).
To date we have provided approximately USD $360 million through the Afghan National Army Trust Fund to help equip and sustain the ANSDF. This support will continue, with an additional USD $80 million per annum through to 2020. Alongside the international community, Australia renewed this commitment at the 2016 NATO Leader’s Summit in Warsaw.
Defence is a long-standing area of cooperation between our nations. I am pleased to announce that Australia remains committed to the successful Redwing Counter Improvised Explosive Device programme, and will continue to support the refurbishment of Afghan Mi-17 helicopters. For the first time, Defence will also sponsor two Afghan officer cadets to attend Royal Military College Duntroon.
President Ghani’s visit has been fruitful and culminated in enhanced cooperation across a number of fields.
During this visit, our governments signed a memorandum of understanding for a Afghanistan-Australia Development Partnership 2017-2020 ($320 million over 4 years, 2017-2020), re-affirming Australia’s funding commitments made at the Brussels Conference on Afghanistan (October 2016).
Under this Partnership, we agreed to establish new areas of cooperation, including an economic infrastructure advisory facility to scope and develop critical economic infrastructure in partnership with international development banks. We also agreed a range of measures to empower women and girls, improve agricultural productivity and the management of water, train Afghan civil servants and support anti-corruption initiatives.
And we signed a new agreement between Geoscience Australia and the Afghanistan Ministry of Mines and Petroleum to strengthen scientific and technical cooperation in earth sciences to help advance the sustainable management of Afghanistan’s energy, mineral and water resources.
Australia is proud to work with Afghanistan as it strives to become more prosperous, secure and self-reliant.

نتایج سفر رئیس‌جمهور غنی به استرالیا
برای ما افتخار است که این هفته از رئیس جمهور اشرف غنی به استرالیا، به عنوان نخستین دیدار رئیس جمهور افغانستان از ملت ما، استقبال نمودیم.
بازدید رئیس جمهور غنی روابط پایدار و قوی میان مردم افغانستان و استرالیا را برجسته نمود، شامل خدمات مردان و زنان نیروهای دفاعی استرالیا، دیپلومات‌ها و افراد ملکی.
همچنان این سفر تاریخی، گسترش همکاری میان هردو ملت را مورد تاکید قرار داد و یک فرصت ارزشمند برای بحث روی وضعیت جاری امنیت و همکاری توسعه‌یی را به‌میان آورد.
از سال 2001 بدینسو ما افغانستان را در امر مبارزه با تروریزم و ساختن یک ملت قوی و پویا کمک نموده‌ایم.
درین مدت در افغانستان یک پیشرفت‌واقعی به‌میان آمده است، به‌ویژه جهت بهبود زندگی روزانه هرافغان در بخش آموزش و پرورش، صحت، تقویت‌زنان و حقوق بشر.
به‌عنوان عضو ائتلاف بین‌المللی، ما به تعهدات خود در قبال افغانستان از طریق پرسونل نیروهای دفاعی استرالیا به حمایت آموزش، مشوره‌دهی، و کمک ماموریت حمایت قاطع ناتو ادامه می‌دهیم. این کمک‌ها شامل حمایت سالانه نیروهای ملی امنیتی و دفاعی افغانستان می‌شود.
تا کنون ما در حدود 360 میلیون دالر آمریکایی را به منظور تجهیز و حفاظت اردوی ملی افغان تمویل نموده ایم. این حمایت ادامه می‌یابد، برعلاوه کمک سالانه 80 میلیون دالر امریکایی تا سال 2020. در کنار جامعه جهانی، استرالیا تعهداتش را در سال 2016 در نشست سران ناتو در وارسا تجدید نمود.
در بخش دفاعی همکاری دوامدار میان هردو ملت وجود دارد. خرسندم اعلام نمایم که استرالیا به برنامه موفقانه Redwing Counter Improvised Explosive Device متعهد باقی می‌ماند و به کمک‌های خود به ترمیم هلیکوپترهای Mi-17 افغان ادامه می‌دهد. برای نخستین بار، دفاع استرالیا دو محصل افسر نظامی را برای حضور در کالج نظامی شاهی دنترون سپانسر می‌نماید.
سفر رئیس جمهور غنی پرثمر و اوج بهبود همکاری در پهنای چندین بخش بوده است.
در جریان این سفر، دولت ما تفاهم‌نامه همکاری توسعه‌یی میان افغانستان و استرالیا از سال 2017 – 2020 (320 میلیون دالر امریکایی در جریان 4 سال، 2017 - 2020) را به امضا رساند، تایید مجدد تعهدات تمویل استرالیا که در کانفرانس بروکسل دربارۀ افغانستان (اکتوبر 2016) به تعهد سپرده شده بود.
مطابق این همکاری، ما موافقت کردیم که ساحات جدید همکاری را ایجاد کنیم، مشمول تسهیلات مشورتی زیربنای اقتصادی به منظور توسعه زیربنای اقتصادی بحرانی در همکاری با بانک‌های توسعه‌یی بین‌المللی. برعلاوه ما اقدامات گوناگون را برای تقویت زنان و دختران، بهبود تولیدات کشاورزی، و تنظیم آب، آموزش کارمندان خدمات ملکلی، و حمایت از ابتکارات ضد فساد موافقت کردیم.
و ما تفاهم‌نامه جدیدی را میان علوم زمین‌شناسی استرالیا و وزارت معادن افغانستان برای تقویت همکاری‌های علمی و تخنیکی در علوم زمین شناسی به امضا رساند تا به مدیریت پایدار منابع انرژی، منرال و آب افغانستان کمک نماید.
استرالیا مفتخر است که با افغانستان کار نماید چون این کشور می‌کوشد تا آباد، ایمن و خود کفا گردد.

Avalanches in Eastern Afghanistan

The Australian Embassy in Kabul is saddened to learn of the substantial loss of life following a series of avalanches in Eastern Afghanistan.
Initial reports suggest many have been killed and that more may be missing or injured.
Our thoughts are with those directly affected and their families, friends and communities.
The most affected communities in Nuristan, Badakhshan and Parwan were already suffering from the effects of conflict and are home to at-risk and vulnerable communities.
Australia remains firmly committed to assisting Afghanistan in addressing its humanitarian needs. Australia has contributed A$51.8 million in humanitarian assistance to Afghanistan since January 2014 through the UN and other international partners.
We stand with the Afghan people as they work to respond to this disaster.
